What You Will Do: Supervise the Cultural Resource section staff within OES. Management of ODOT's cultural resource program. Responsible for development of cultural resource training, guidance and procedures. Benefits to you: Extensive benefits including medical, vision, dental and basic life insurance 11 paid holidays per year Paid time off with vacation, sick and personal leave accruals At least a 14% employer contribution in to your OPERS pension plan Pay increases pursuant to the Ohio Revised Code Employee Tuition reimbursement programs Work/Life Balance The opportunity to work on an important mission Official Position Description: In the Division of Planning, develops, coordinates & implements environmental programs within the Office of Environmental Services (OES) (e.g., air pollution control, water pollution, solid/hazardous waste, water quality monitoring & assessment, ground water, public water supply, terrestrial & aquatic ecosystems, historic & pre-historic properties, alternative highway improvements siting, planning, laboratory services, water quantity/resource development), coordinates environmental protection activities with other divisions in agency & with other governmental agencies to ensure adequate communications & compliance with acceptable program standards, develops statewide guidelines to ensure compliance with agency policies & procedures & state & federal laws & rules, directs special environmental protection projects (e.g., energy conservation, spill prevention & counter-measure control, solid/hazardous/toxic waste management, national guard safety, water quantity/resources management), supervises environmental specialists &/or other professional/technical personnel, oversees preparation of reports, environmental assessments, complaint investigations & field inspections, plan reviews & recommendations for legal action & plans work of project teams. Oversees the planning effort in development, delivery, maintenance & evaluation of planning projects, programs &/or services with a focus on cultural resources; participates in developing procedures for preparation of related documents (e.g., Cultural Resource documents, Memoranda of Agreement/Understanding; Programmatic Agreements), necessary to obtain environmental clearance for proposed transportation projects. Ensures compliance with environmental policy & oversees development & tracking of cultural resource actions & projects. Analyzes & evaluates ODOT¿s Environmental Cultural Resource Guidance/Manuals with emphasis on cultural resources studies/analysis during the Project Development Process phases (e.g., planning, design, construction, maintenance & operation of the transportation facilities & associated environmental mitigation sites). Develops & implements procedures for ODOT¿s statewide Environmental Program & manages implementation statewide. Provides OES webpage technical guidance to district offices & Central Office. Conducts environmental & cultural resource analysis & reviews; provides analysis for technical completeness & accuracy ensuring policy conformance, evaluates alternatives & coordinates these efforts internally & externally (e.g., general public, Section 106 Consulting Parties, resource agencies, consultants). Develops & revises scope of services, reports &/or reviews & approves studies & project development submittals pertaining to environmental process. Utilizes computer & related software (e.g., Microsoft Office, EnviroNet, State Historic Preservation Office Geographic Information System (SHPO GIS)) to prepare reports & collect/analyze data to determine cultural resource needs & impacts of transportation projects.


Manages assigned Environmental Task Orders & contracts (e.g., consultant prequalification reports & coordinates personal service contracts, memoranda of understanding (MOUs), & purchase orders; reviews consultant proposals & invoices; tracks task order contracts; prepares budget & approves expenditures). Develops & conducts cultural resource environmental training activities. Assures accurate & timely review of management information systems as they relate to the delivery of the program (e.g., ELLIS, Enterprise Information Management System (EIMS), EnviroNet) & assures the business rules, policies & procedures are implemented, used & maintained as standard business practices in designated work environments.


Represents Environmental Administrator at meetings with public officials, private agencies & general public regarding proposed or current Environmental program related projects. Uses computer & related software (e.g., Mi
Qualifications 5 yrs. trg. or 5 yrs. exp. in position involving engineering or chemistry, physics, biology &/or other comparable science field &/or mathematics &/or history &/or archaeology (i.e., latter two subject areas pertain only to Department of Transportation) evaluating & approving complex engineering design plans, conducting most sensitive environmental surveillance activities &/or environmental pollution compliance monitoring inspections, investigating complex public health &/or environmental pollution problems, initiating complex enforcement actions, or assisting in planning, developing & maintaining specific environmental projects & programs; 6 mos. trg. or 6 mos. exp. as lead worker. Note: Training &/or experience must correspond to environmental area to be assigned. Positions in Environmental Protection Agency's solid waste program, excluding those in solid waste planning unit, also require valid Ohio certificate of registration as sanitarian or valid Ohio certificate as sanitarian-in-training.

Supplemental Information:
All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.
This position is overtime exempt based on FLSA Standards.
Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 3 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.
