New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job About the Work Unit
The Right-of-Way (ROW) Unit exists to define, acquire, and manage real property for the construction, operation, and maintenance of the state transportation system in Region 5, and provide relocation services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970. This team also provides guidance, support and oversight of local agency projects.



About the Position
This position provides expertise for Region 5 transportation projects in the specialized areas of real estate acquisition and relocation advisory services and oversees consultants engaged to perform acquisition and relocation services.



Your major duties and responsibilities will include the following,

Acquires land for public transportation projects, which includes compiling and organizing information from ROW plans, engineering, environmental, utilities, and appraisal reports in order to prepare written offer packages, all in accordance with state and federal law. Prepares waiver valuations, negotiates with property owners, tenants, or their representatives to acquire real estate interests needed, and to assist in resolving potential construction problems. Prepares settlement documents, closing documents, and coordinates with title companies and attorneys, when required. Analyzes counter offers made by property owners and prepares written recommendations for administrative settlements. Determines when negotiations become futile and prepares condemnation packages for the Attorney General's Office. Participates in project meetings with both internal and external stakeholders to stay apprised of project status and informed about potential ROW issues, and offers assistance and ROW updates to project, traffic, and utility engineers, ROW team, and environmental personnel regarding acquisition and relocation matters. Serves as a central point of contact between consultants and Region personnel to determine resources for ROW services, budget and schedule. Reviews and evaluates ROW and engineering design plans to proactively identify issues associated with the property interests to be acquired. Discusses any such issues with engineering, ROW plans personnel, and the review appraiser for correctness, thoroughness, and to understand and explain to landowners and Real Estate Specialists the impact of the project on the property and persons occupying such property. Checks commitment and closing document content in preparation for closings. Provides services, determining benefits and processing claims of the federal-aid relocation program for projects in which persons and/or businesses are displaced. Complete a written relocation plan for the persons and personal property displaced by the project. Provides oversight of consultants performing acquisition/relocation services on projects and assists in procuring consultant services. Provides guidance and performs quality control to ensure that consultant activities are in compliance with state and federal statutes, regulations and guidelines. Monitors progress of the project schedule and provides status on the progress of these activities to the ROW Supervisor and project team. Advises project team if there are any anticipated concerns that may affect the project schedule or costs. Consults and advises the ROW Supervisor when difficult or complex issues may arise on projects and obtains necessary approvals from supervisor or manager. Provides guidance and performs federally mandated oversight responsibilities on Local Agency Projects, including attending project meetings, communicating with local agency staff and their consultants, reviewing design plans and ROW Plans, reviewing Waiver Valuations, coordinating ROW Plan approvals and appraisal reviews, reviewing parcel acquisition and relocation files, recommending the issuance of ROW Clearances, and processing requests for federal reimbursement. Other job duties as assigned. Work Environment: Your schedule will be primarily between the hours of 8:00 am – 5:00 pm, Monday-Friday, with opportunity for a flexible schedule After a training period, you will likely work a hybrid schedule with a combination of in-office and remote work Daytime travel during working hours is required to visit properties, building sites, meet with landowners and other meetings Occasional overnight travel is required Required to drive CDOT vehicles Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications 7 years of full-time professional work experience in a field related to the Major Job Duties with 3 of those years primarily focused on real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal/valuation, right of way negotiations, land acquisition, relocation or land-surveying. OR

A bachelor's degree from an accredited college or university in real estate, public administration, accounting, business, urban/regional planning, law or a closely related degree AND 3 years of full-time professional work experience with a primary focus on real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal/valuation, right of way negotiations, land acquisition, relocation or land-surveying. OR

A master's degree from an accredited college or university in real estate, public administration, accounting, business, urban/regional planning or law AND 1 year of full-time professional work experience with a primary focus on real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal/valuation, right of way negotiations, land acquisition, relocation or land-surveying. OR

A doctorate degree from an accredited college or university in real estate, public administration, accounting, business, urban/regional planning or law. Preferred Qualifications
The exceptional applicant will be an experienced Real Estate Professional and will possess the proven ability or accomplishment in the following:

Demonstrated success with the duties listed in the Description of the Job section; Years of State service experience related to the duties of this position; Highest work/personal ethics and integrity; Knowledge and understanding of real estate law, theory and practice, including document preparation, acquisitions, closings, determination of fair market valuation, condemnations and property leasing and management in a transportation context; Experience reading and interpreting transportation design drawings and right of way plans; Experience in utilizing the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970; Experience with eminent domain property transactions; Familiarity with CDOT and FHWA policies and procedural directives; Experience estimating property values; Familiarity/experience working with appraisals; Familiarity with survey plans; Excellent oral and written communication skills including presentation skills; ability to explain complex technical information in layman's terms; Strong customer service skills and experience; proven ability to deal with difficult customers and situations; Excellent analytical, problem-solving, reasoning and decision making skills; Attention to detail and accuracy; Ability to work with general public, professionals, consultants, and staff, with sensitivity to their needs, priorities, promises made and commitments; Ability to negotiate mutually acceptable solutions and build consensus through give and take; Effective interpersonal and relationship-building skills; Excellent planning, organizational time and project management skills and experience; Proven ability to manage multiple assignments, priorities, and projects in a demanding environment; Resourcefulness, willingness to take initiative to gather information and foster solutions; Proven ability to work independently; Effective research skills and experience; Ability to take initiative to solve problems in an innovative manner; Ability to quickly learn from others and to work in a team environment; Strong computer skills, including fluency in MS office Suite Gmail, and SAP, and the ability to quickly learn other software systems.
