***This position is remote. However, the contractor will berequired to work during the core business hours of 8AM 5PM EST weekdays.There is a mandatory one-hour lunch break from 12:00PM 1:00PM.
***During those core business hours, the contractor isexpected to be at their computer and available to the PMO. No hours workedbefore 8AM or after 5PM will be billable. If for any reason the candidate needsto be away from their computer for more than 15 minutes, that time will not bebillable.
***CURRENT PMP Certification is REQUIRED.
TheNorth Carolina Department of Revenue (DOR) is seeking an experienced IT ProjectManager contractor for an approximately 6-month engagement for the ProjectManagement Office (PMO). This personwill be responsible for managing and coordinating many work efforts of varioussizes across multiple teams and projects that may include Large Application Upgrades,Telephony and Contact Center, Network Circuit Replacement, and Infrastructure/Hardwareprojects. The Project Manager will be developing projects schedules, trackingstatus, managing communication and dependencies. This individual will alsocoordinate rollout for groups on multiple ECM deliverables, ensuring customersare informed & trained, and that operational support is arranged. Theindividual must be knowledgeable and experienced with project management and ITInfrastructure and Governances This individual must have proven contributorlevel experience with Microsoft SharePoint. This individual will work closelywith the NCDOR IT PMO Manager in assisting with solution documentation andproject management tools.
Responsibilities include but are not limited to: Coordinateamong multiple teams and individuals to ensure work items and deliverables arescheduled, completed, and delivered to the clients on time and with highquality & excellent, usable documentation. Coordinatethe development and delivery of training materials for changed businessprocesses and IT applications Maintainand monitor project plans and milestones Assessand document project risks and issues and provide solutions where applicable. Providecoordination for other project team members as needed Documentand follow up on important actions and decisions from meetings. Organize,attend, and participate in stakeholder meetings. Preparenecessary presentation materials for meetings. Provideadministrative support as needed. Undertakeproject tasks as required. Documentthe program and project deliverables as assigned Ensureprojects adhere to frameworks and all documentation is maintained appropriatelyfor each project. Ensurestakeholder views are managed towards the best solution. Chairand facilitate meetings where appropriate and distribute minutes to all projectteam members. Abilityto manage complex strategic projects with multiple work streams Abilityto create simple to complex project plans, timelines, and work breakdownstructures Musthave strategic planning skills with good understanding of roadmap development Musthave proficiency in project management Flexibility,adaptability, and ability to work in a high-demand dynamic environment Results-oriented,self-motivated individual with a very strong work ethic and must be able todemonstrate planning, negotiation, communication, and problem-solving skills Abilityto act independently with sound business judgement Manage and direct alarge upgrade project (i.e., project staffing, developing, monitoring andcontrolling schedules; identifying and resolving issues and risks; andcommunicating status to stakeholders) Work on complex problemswhere analysis of situation or data requires an in-depth evaluation of variousfactors to achieve best results. Work effectively withinternal and external clients, third party vendors, and senior management inaccomplishing project objectives. Evaluate complexsituations accurately and identify viable solutions that create successfuloutcomes for the customer. Work closely with theProject Sponsor(s) and Governance Committees to facilitate decisions necessaryfor project delivery. Manage effective projectoversight and reviews to affect project success. Develop and maintainproject documentation including schedules/timelines and various detailed plansfor Communication, RiskManagement, Deployment and others as required. Develop and maintain "lessons-learned " for utilization on future projects. Manage political,resource, budgeting, change, and issues affecting the project. Manage change requestsassociated with the project. Manage vendorparticipation related to the project Drive project work tocompletion Escalate issues whenneeded Develop and maintainstatus reports, decision and issue logs. Process Management The Project Manager will follow establishedprocesses within the NC Department of Revenue, as well as processes defined andrequired by the Statewide Enterprise Project Management Office in their role asan oversight organization.

- Solid understanding of project life cyclemodels as well as knowledge of both Agile and traditional project managementprinciples and practices and the ability to blend them together in the rightproportions to fit a project and business environment
- Experience in managing large and/or complexprojects through full life-cycle
- Experience in leading and managing local andremote teams
- Proven experience in delivering projectson-time, within budget, as designed, that meet the customer requirements - Demonstrated understanding of the Project ManagementKnowledge Areas of the PMBOK , PMI's Project Management Standard, PM tools and templates.
