The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region's success, including growth and development, transportation, water resources, services for older adults and workforce solutions. The Human Resources (HR) Department provides oversight and strategy for the agency's critical business infrastructure, which also includes financial services, information technology, legal, and facilities management. HR supports approximately 200 employees in the execution and administration of a full range of human resources management programs and initiatives, including talent acquisition, compensation and classification, benefits, pension administration, performance management, leadership and professional development, policy development, HRIS/Analytics, risk management, employment law compliance, and employee relations. 

 
While the agency's workforce is small in comparison, the complex work, diversified and cutting-edge skillset required to address the complex regional issues around transportation, natural resources, workforce development, and senior services for one of the fastest growing older adult populations in the country requires a unique Human Resources Management professional.

 
The HR Generalist (HR) Generalist, Associate, will play an integral role in supporting the day-to-day personnel and administrative operations to support the agency's mission through innovative and systematic approaches, process improvement, optimum efficiency and compliance with appropriate policies, procedures, laws, and regulations. The HR Generalist, Associate reports directly to the HR Manager.
Provides generalist support for a wide range of HR functions, including but not limited to , payroll, benefits administration, HRIS, learning and development, employee engagement and other administrative projects; Manage all benefits data entry, benefits changes for qualifying events, payroll updates, changes, new enrollments, and termination of benefits/COBRA; Creates and maintains employee personnel files, records, and documentation. Reviews and verifies data for accuracy and completeness; Coordinates the employee services awards program and assists with other employee recognition events; Conduct new employee onboarding activities and prepare new hire paperwork to ensure the efficient processing of new employees ; Maintains and posts applicable legal notices and updates as required. Updates and maintains the HR SharePoint site; Assists and provides support in meeting and/or event planning; coordinates events logistics and dissemination of information; Maintains I-9 documents for active and inactive employees; Assists with retirement audits and research to verify eligibility and creditable years of service; assists with processing retirement forms (beneficiary contribution, notice of retirement, etc.); Files and scans various documents. Maintains  and secures confidential and sensitive information .  Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately; Assist in the development and implementation of policies, procedures, and guidelines;  Support the implementation and launch of all HR programs, activities, annual processes, education/training, communication and awareness efforts, and special projects; Collaborates with other teams to provide key support to help drive decisions regarding staff and HR programs; Supports HR team with presentations, project updates, committee meetings, scheduling, program monitoring; maintaining inventory control; and assisting with training; Organizes wellness events and provides resources for employees; Ensure legal compliance by monitoring, implementing, and reporting applicable human resource federal and state requirements (OSHA, EEOC, FMLA, ADA, etc.); Stay abreast of changes to local/state/federal laws that could impact employee policies and practices; Perform other duties as assigned to support agency goals and objectives. MINIMUM QUALIFICATIONS: Associate's degree in human resources or related field  Two (2) years of professional human resources experience  PREFERRED QUALIFICATIONS: Experience with NeoGov Human Resources Suite and Deltek CostPoint Public sector environment experience Desired PHR, SPHR, SHRM-CP, SHRM-SCP certifications SPECIAL REQUIREMENT: Selected candidate will be subject to a criminal background check Knowledge of federal and state laws, regulations and rules applicable to human resources; Knowledge of trends, practices and current thinking in the field of human resources; Ability to efficiently manage multiple projects/priorities, with strong time management skills, flexibility with willingness to make decisions and ability to quickly adapt from one situation to the next; Ability to establish and maintain positive, collaborative relationships with all levels of staff and strategic partners; Strong interpersonal, verbal and written communications skills; Excellent organizational, time management, and follow-up skills; Expertise in analysis, critical decision making, project management, and process improvement; Demonstrated ability to anticipate and solve practical problems; Ability to manage competing priorities in a fast-paced, demanding environment; Ability to work well in a team environment and lead teams and committees; Proven organizational and prioritization skills and attention to detail; Possess strong judgment, discretion, high level of confidentiality, flexibility, and integrity; Proficiency with Microsoft Office and HRIS software applications; Demonstrates outstanding judgement, sensitivity, and high discretion.
