About the Division of Behavioral Health Administration (BHA)
This position is located within the fiscal division of the Behavioral Health Administration (BHA). Located within the Colorado Department of Human Services (CDHS), BHA is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous community behavioral health programs and providers, reviews and designates the State's 27-65 providers, and licenses substance use disorder service providers. BHA executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds. This position, housed within the fiscal division of BHA, will be responsible for overseeing the fiscal data reporting requirements for block grants, as well as the development and maintenance of Tableau and ad-hoc reports based upon the BHA financial reporting needs.

BHA needs advanced technical assistance to modernize and improve legacy fiscal and program management processes, as well as ongoing maintenance and support of these resources once established. This position possesses a unique level of expertise that is critical to maintaining compliance with federal regulations and reporting requirements and advising leadership on critical financial decisions. This position serves as the financial data manager and acts as the subject matter expert regarding reporting and data visualization for the fiscal division of BHA. Duties include developing, implementing, and/or modernizing standard visualization tools for all audiences across BHA, with an emphasis on fiscal data components. This position works independently as a dedicated fully operational financial data analytics, visualization, and data management expert. This position advises leadership regarding financial decisions and creates/maintains best practices in data management, data integrity, and data visualization. This position works independently to develop and implement guidelines to maintain the agency's mission while using judgment and resourcefulness to direct the implementation of statewide processes for data collection, reporting, analysis, and tracking.



Job Description : General Financial Data Collection, Analysis, and Process Development:
Oversee and implement financial data tracking, reporting, and visualization primarily using Tableau and the state's CORE accounting system. Implement and oversee data collection processes and analysis. Determine the appropriate data analysis methods to employ. Determine appropriate methodology for data collection, tracking, and monitoring based on reporting requirements for multiple funding sources, legislative requirements, and division objectives. Advise financial and agency-wide leadership regarding financial considerations essential to agency operations.
Implements and documents processes for data collection, reporting, and analysis in alignment with division and regulatory needs. Uses incoming data from financial systems (CORE) to create user-friendly, accessible performance measurement dashboards and other data visualization products. Collaborates with department staff and leadership to gather information and reporting requirements. Data Collection, Analysis and Reporting:
Design, coordinate, and implement processes to complete the fiscal aspects of the annual mental health and substance use block grant application and reporting processes. Support the execution of these efforts to determine the most effective and accurate practices, as well as develop sustainable and repeatable processes with thorough documentation followed by ongoing support and maintenance of these established processes. Directly influence and inform leadership decisions regarding block grant reporting and monitoring, coordinating a statewide approach to essential data collection and analysis.


As a fiscal team member, this position may be utilized to assist the accounting, procurement, grants, program, or leadership teams as well as other budget positions as workload dictates.



Other Duties as Assigned Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: Option 1 - Experience Only : Seven (7) years of relevant experience in an occupation related to financial analysis/reporting and/or financial data management.
Option 2 - Education and Experience : A combination of related education and/or relevant experience in an occupation related to financial analysis/reporting and/or financial data management equal to seven (7) years.
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute
for the degree requirement and two (2) years of the required experience
Preferred Qualifications: Ability to analyze and make recommendations to upper management for decision-making and strategic planning purposes
Strong understanding of SAMHSA federal grants, specifically mental health and substance use block grants

Experience with SAMHSA reporting sites such as WebBGAS
Strong understanding of government accounting and budgeting
Experience with CORE (Colorado Operations Resource Engine)
Supervising or lead work experience
High attention to detail when drafting, proofreading, revising written reports
Conditions of Employment: Travel: Although this position currently has a hybrid work location, this position is expected to attend in person meetings as directed. Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
