Supplemental Information Office of the Secretary – Fiscal Services Division
The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources and administrative services to ensure the achievement of the mission and objectives of The Department of Energy and Natural Resources (DNR).


The Fiscal Services Division of the Office of the Secretary provides complete financial management services for the various offices that make up DNR, constituting five separate budget units. Its functions include annual budget preparation, maintaining accounts reflecting the department's revenues received and costs incurred, and providing financial management reports and advice.



Employees are eligible for flexible work schedules upon hire and 2 days of telework after 6 months.

LOCATION AND POSITION:

This position is located in the Fiscal Division – Accounts Receivable within the Office of the Secretary and reports directly to the Accountant Manager 1. The position's primary responsibilities include professional work involving various accounting activities centered on revenue collections, review and or preparation for analysis of statements and reports for revenue collected and deposited for DENR. Duties include accounting functions for cost accounting, revenue control and accounts receivables for the agency, which involves knowledge and use of the SONRIS system. Additional duties include, but are not limited to the following:

Responsible for maintaining and auditing revenue generated by the department for the general operations of the department. This entails working with approximately 17,380 accounts receivable records annually. Confers with other accounting authorities in order to collect and disseminate information, including State Treasurer's Office and Office of Statewide Reporting. Work with division liaison, assisting them with any problems that may occur in regard to revenue income. Responsible for certain monthly and quarterly reports in the Account Manager's absence. Responsible for the preparation of certain schedules and notes for the annual financial reports for the Office of Mineral Resources. Serves as support to the Department of Children and Family Services during times of emergency activation to assist with ESF-6 operations. Incumbent is responsible for posting revenue to the SONRIS system, and preparation of monthly accounts receivable reports for verification of accuracy by the Accounts Receivable Manager. Incumbent must maintain records in SONRIS system on receivable accounts by invoice number, and notify the Division's liaison when an invoice is missing or an account adjustment is necessary. Responsible for yearly archiving of Receivables Division Records. As part of a Career Progression Group, vacancies may be filled from this recruitment as an Accountant 1, 2, or 3 depending on the level of experience of the selected applicant. MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting.
SUBSTITUTIONS FOR DEGREE AND TWENTY-FOUR HOURS IN ACCOUNTING:
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting.
SUBSTITUTIONS FOR DEGREE ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).


Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:


A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.


30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.


College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE: Any college hours or degree must be from an accredited college or university.
