JOB DESCRIPTION

Oversees the independent assurance activity within the organization by evaluating and measuring the effectiveness of risk management and the control environment. The audit and consulting process encompasses: Integrity of information systems; Compliance with policies, plans, procedures, laws, and regulations; efficient use of resources and safeguarding of assets; and, adequacy of operating objectives and goals and the effectiveness of results.

Specific Job Related Duties
Prepares and monitors the departmental strategic plan, staffing patterns and finanical budget for the department of Audit Services, and recruits, hire, trains, mentors, and evaluates subordinate staff. Interacts with and builds strong working relationships with UTMB leadership, throughout the organization, and the UT System Audit Office. Consults with senior and executive leadership on enterprise risk, corporate governance, new compliance risks, monitoring procedures, financial auditing techniques and reporting to the UT System Board of Regents Audit, Compliance, and Management Review Committee. With input from management, formulates annual risk based audit plan. This plan addresses auditable areas, with an emphasis on the higher risk areas. Submits the annual and large range audit plans, and finished reports to the UTMB Institutional Audit Committee for review and approval. Oversees the execution of the annual work plan, including the setting of objectives, directing the project team, reviewing team work and reporting results to executive leadership. Furnishes all levels of management with analyses, appraisals, recommendations, and pertinent comments concerning the activities reviewed. Provides appropriate cost/benefit qualifications of audit recommendations, evaluates the adequacy of audit responses, and follows up on all audit reportable items. Reports on internal audit activity at the quarterly Institutional Audit Committee meeting. Supports the Chair of the Institutional Audit Committee in developing an appropriate institutional audit committee governance structure including audit committee charter, checklist of responsibilities, annual work plan, and quarterly reporting package. Serve as a liaison with external auditors, including the Texas State Auditor. Remains current of all manual and automated system changes; participates in system design lifecycles, and reports on controls and processes. Informs and advises management in a manner consistent with the Code of Ethics of The Institute of Internal Auditors. Coordinates internal audit activities with others so as to best achieve the audit objectives and the objectives of the organization. Advises UTMB management of compliance with UT System Policies, and Federal and State Regulations. Serves on various institution:wide committees. Performs other assigned duties as requested by the Institutional Audit Committee or the President.
KNOWLEDGE/SKILLS/ABILITIES
Ability to operate independently, rendering the impartial and unbiased judgments essential to the proper conduct audits. Knowledge of generally accepted accounting and auditing procedures. Knowledge of governmental accounting procedures. Knowledge of information systems controls and environment. Knowledge of Federal and State Regulations. Ability to develop, organize, and accomplish goals. Ability to organize and direct various projects simultaneously. Ability to analyze/evaluate data and make appropriate decisions/recommendations.
