DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Office of Emergency Management (OEM) seeks a Programmer Analyst III to primarily perform complex and responsible technical support in computer programming and design of emergency management systems, testing, implementation and maintenance. Work involves operational evaluation, development, implementation, and administration of critical information systems to support emergency management, public safety, and homeland security programs. Coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, coordinating work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively.The ideal candidate must be an enthusiastic, creative self-starter who possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Working knowledge of SQL, JavaScript, html, and other programming languages. Must meet deadlines. In addition, the successful candidate must be ready to work in a fast-paced environment, have attention to detail and a strong desire to produce above-average quality communications.This position will:
Serves as project leader on the design and implementation of complex computer systems and applications, i.e. the analysis and modification of existing systems, and the analysis and design of new systems.
Develop solutions to organizational issues and concerns and develop organizational change strategies and plans and/or conduct training for their implementation.
Evaluate agency functions and activities being considered for conversion to operating systems. Evaluate industry developments and make recommendations for possible agency application.
Designs, writes, codes and implements computer programs with minimal direction and supervision.
Assists computer users with analysis and design specifications for new or enhanced systems.
Review comprehensive technical records and reports that present and interpret data, identify alternatives, and make and justify recommendations.
Performs other special projects or related work as directed.The selected candidate must be able to respond from residence to the Houston Emergency Operations Center within 60 minutes. Will serve as an on-call OEM Duty Officer assigned to a 24-hour shift on a rotating basis and perform assigned duties during Emergency Operations Center (EOC) activations. The selected candidate must be willing and available to work all shifts, including rotation, weekends and holidays.WORKING CONDITIONSThis position is physically comfortable; the individual has discretion about walking standing, etc. This position will involve being available by pager and cellular phone. Work consists of standard procedures and tasks where analytic ability is required in following guidelines, policies and precedents.
MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTSRequires a Bachelor\'s degree in Computer Science, Mathematics, Management and Information Systems or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTSThree years of experience in systems analysis, design, programming and/or a closely related field are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.PREFERENCES
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**Further, preference will be given to candidates with the following:
Working knowledge and experience as a WebEOC administrator or developer.
Knowledge in audio visual systems
knowledge in Geospatial Information Systems (GIS)
A thorough knowledge of emergency planning and preparedness at the local, state and national level.
Experience in designing, writing, coding and implementing computer programs
A working knowledge regarding Juavre, STAR Request, Everbridge, and Esri
The ability to communicate both orally and written
The ability to prepare a variety of technical reports
