The Role and the Company

The Land Project Manager role is based in Irving, TX and reports directly to the Director, Environmental & Land Resource Development.

This Land Project Manager will be responsible for the leadership and implementation of the organization's Land Management programs and initiatives for Aggregates Plants & Terminals, Ready-mix Concrete & Stabilized Base facilities in Texas, Oklahoma, Arkansas & Louisiana. This role will responsible for supporting local management and customers in all land issues, including but not limited to property acquisitions and divestments, new property leases, and lease renewals, tenant leases and lease renewals, parcel rezoning and permitting, liaising with outside legal counsel on land use issues, and position the company as a leader in Sustainable Resource Development.

The ideal candidate will be a Real Estate specialist with a minimum of ten (10) years of experience. The candidate must have firsthand experience in Land Management over a large geographical area. This position will report to the Region Director of Land, Environment & Sustainability.

What you'll get to doEnsure effective management of the life cycle of land & mineral assets, including securing access to reserves and resources, and ensuring effective mineral extraction and other value-generating uses of the land while maximizing the after-use value and managing the divestiture.
Facilitate and manage land acquisitions, leases, and other agreements, including development, negotiation of agreements, and maintenance of relationships.
Manage land-related licensing, permitting, and zoning processes in consultation with local Management and our corporate Land Management resources.
Develop a comprehensive knowledge of all sites in the region and establish working relationship with Operations personnel and Region Environmental Management to help ensure compliance with and monitoring of local zoning activities and ordinance changes.
Liaison with the various business lines to provide cost effective management of all land, property, mineral resources, permits, and property tax considerations.
Collaborate with other specialist functions (including geology, mine planning and environmental management) to ensure that all quarry sites in the region have up-to-date mining and reclamation plans plus biodiversity action plans as needed.
Contribute to the routine and regular evaluation of mineral reserves and resources across the region, and with local management, create and execute a program of reserve and resource identification and acquisition for replenishment.
Take the lead on the acquisition and disposal of land, property, and mineral reserves and resources.
Obtain, maintain, and implement discretionary permits necessary for operations
Lead the development of land-related capital requests, including input to strategic capital plans.
Monitor local zoning and ordinance changes, and influence lobby local regulators and legislators.
Maintain appropriate property information and data in the Land Information System (LIS).

Essential Experience and SkillsBachelor's degree in Engineering or relevant discipline or some college/technical training and at least 7 years of relevant experience.
At least 4 years of experience in cement, aggregates, building materials, or land/resource management.
Working knowledge of state, regional, and federal organizations, processes, regulations, and legislation affecting the cement, aggregate, building materials and related industry.
Experience making effective public presentations and interacting with elected government officials, staff, agencies, and community groups.
Proven effective project management skills.
Demonstrable land management/real estate management skills including an understanding of valuation, appraisal, investment, and similar land related business decisions.
Awareness of environmental and societal issues relevant to large land developments
Excellent organization and coordination skills to handle multiple, simultaneous priorities and projects and meet delivery goals.
Proficient with Microsoft Office.
Motivation, ability, and willingness to meet the requirements of the role such as regional travel and occasional weekend work, early starts, or late evenings when required.

Preferred Experience and SkillsWorking knowledge of AutoCAD and ARC-GIS.

Work EnvironmentRole operates primarily a professional office environment, but requires conducting business at manufacturing locations and job sites where the conditions include moving mechanical equipment, inclement weather, heat, humidity, and elevated noise levels.
