Job Summary

The Human Resources Department (HRD) of the International Monetary Fund (IMF) has an opening for a term staff position as a Human Resources Officer in the Total Rewards team of the HR Operations Division. Under the general supervision of the Division Chief/Deputy Division Chief/Section Chief in HR Operations, the selected candidate’s main responsibilities will be in the area of health and wellness benefits and allowances— particularly insurance, prolonged sick leave, and disability programs administration— as well as compensation and rewards.

Major Duties and Responsibilities

1.Providing advice— as a subject matter expert (SME)— to employees across the Fund and retirees on a wide range of benefits and allowance programs. Delivering strong customer service, gauging stakeholder needs and preferences to adapt approach to specific needs and promote effective issue resolution.

2. Managing the day-to-day administration of insurance plans, prolonged sick leave and disability programs, workers compensation, and other assigned benefit plans with the respective Tier 1 team. Coordinating escalations from Tier 1. Researching and analyzing technical issues and problems and developing solutions in a thorough and systematic manner. Identifying and reporting risk events and responsible for implementing mitigation action plans.

3.Providing guidance and continuous coaching to HR Service Center representatives on assigned benefit plans. Coordinating weekly meetings with the relevant Tier 1 team to discuss complex cases and identify emerging issues. Ensuring that HR Service Center representatives in Tier 1 stay abreast on key knowledge, skills, and policy/program changes to facilitate consistent, timely, and accurate administration of services. Collaborating with Tier 1, COE, and Quality Assurance Officer to maintain a central knowledge base and address key internal knowledge article gaps, deliver training or coordinate briefings, as needed, to support day-to-day operations. This may include coordinating meetings with relevant vendors on implementation/improvements, and FIN/LEG.

4.?Partnering with the Centers of Expertise (COE) on policy questions, interpretation of policy for complex cases, new policy initiatives, project implementations, and updates to Staff Handbook/Plan documents. Coordinating, as needed, with other HR Officers in Tier 2/COE, Resource Management, and other departments on benefits issues. Analyzing themes surfaced in issues escalated to Tier 2, recommending changes to the COE that expedite processes and enhance service delivery, and providing improved guidance to Tier 1. Identifying other process improvements focused on operational excellence in coordination with the Quality Assurance Officer and participating in testing and implementation of relevant HR systems.

5.?Representing HR Operations within the broader organization, liaising with vendors and monitoring/evaluating their performance against established service level agreements. Addressing escalated vendor performance issues.

6.Assisting in the development and monitoring of benchmarks and divisional/departmental metrics. Ensuring that team Key Performance Indicators (KPIs) are met, instilling proper controls, and developing a culture of strong client-focus and accountability.

7.?Backing-up other Tier 2 Total Rewards HROs. Contributing to other divisional work program planning and delivery of services. Ensuring that benefits and standard operating procedure documentation are kept current for assigned programs.

Qualifications

The successful candidate should meet the following qualifications and competencies:
Education development, typically acquired by the completion of an advanced university degree in Human Resources or related field. Alternatively, a Bachelor’s degree and six years of HR professional experience is required. Experience in other International Financial Institutions (IFIs) or other International Organizations (IOs) would be an advantage.
In-depth knowledge and experience in Total Rewards, particularly in the area of benefits administration (insurance plans, prolonged sick leave and disability program administration), enabling skilled operation of Fund practices, procedures, and programs.
Strong critical thinking and analytical skills, and an ability to contribute effectively to the formulation of changes to procedures and policy.
Excellent customer service orientation and communication skills, including a proven ability to present own views, complex concepts, and data in a clear manner to different audiences, and to draft and articulate policy proposals orally and in writing.
Ability to work with staff at all levels and from other departments, including Legal, Finance, Budget, and with staff representatives and the wider HR community, as well as external vendors.
Ability to function effectively with limited supervision in a multi-disciplinary team environment, and to work in a matrix management structure for projects and operational work.
Excellent planning and organizing skills and ability to manage multiple tasks under tight deadlines. Strong focus on timely and accurate delivery in a fast-paced environment. Proven experience in managing high volume of complex HR operations.
Excellent initiative in determining what needs to be done and experience in managing projects (either smaller multiple projects or single larger project)
Experience and ability to supervise HR Analysts, providing instructions, allocating day-to-day work, addressing escalated cases, and checking output.
Proficiency in using Excel and database software is essential. Knowledge of Workday, Service Now, and Microsoft Azure would be an advantage.
