We have an exciting opportunity for a Cyber Security Manager in our Architecture and Cybersecurity Department located in Rancho Bernardo, CA. This position manages systems Cyber security planning, coordination, development, and testing for hardware and software products being developed under both government contracts and Internal Research and Development (IR& D) activities. DUTIES AND RESPONSIBILITIES: Manage a group of cyber security engineers including technical leads. Establish and recruit cyber security talent and develop a roadmap for engineering-wide coordination and improvement in systems readiness and resilience. Responsible for the planning, managing and technical performance of one or more systems and/or software engineering programs. Lead progress review sessions to discuss cost, schedule, and technical performance. Identify engineering issues as they pertain to cybersecurity and provide leadership in developing solutions including interacting with internal technical staff and external representatives concerning resolution for technical and scheduling issues. Act as the primary contact for the Cyber Readiness & Resilience Group. Participate in the preparation of proposals, and the development of new business. Ensure that all programs are properly staffed with appropriately skilled cyber security engineers as required. Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent. Participate with technical staff, program managers and/or Division/Group executive management to develop and implement current, annual and long-term technical, schedule, quality, business and financial objectives for the department. May be responsible for decisions that impact outcomes where erroneous decisions could cause serious schedule delays and expenditure of additional time, resources and funds. Create and implement training plans for staff to maximize the depth and breadth of skill in the Cyber Security Groups. Maintain manpower planning metrics to support long-term plans for hiring and training. Performs other duties as assigned or required. Job Qualifications: Typically requires a Bachelors, Masters or PhD in engineering or a related technical field as well as thirteen or more years of progressively complex engineering experience with at least seven of those years having management responsibilities. May substitute equivalent experience in lieu of education. Must have demonstrated experience managing teams of Cyber security professionals. Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives. Must demonstrate a technical expertise in cyber and software development including applicable engineering principles, concepts, theory, and practices Project management and leadership skills that include organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required. Must have working knowledge of Agile and Waterfall software development lifecycles with demonstrated project experience in both. Must have experience with all phases of the software lifecycle from concept development to customer support of fielded systems. DoD Security Clearance is required. CISSP and CompTIA Security certifications are required.
