The Division of Air Quality (DAQ) works with the state's citizens to protect and improve outdoor, or ambient, air quality in North Carolina for the health, benefit and economic will-being of all. The DAQ Raleigh Regional Office is one of seven regional offices serving the citizens of North Carolina in their local area. The regional offices operate and maintain a statewide network of air quality monitors to measure the level of pollutants in the outdoor air, issue permits to facilities emitting air pollutants, inspect industrial facilities for compliance with air quality regulations and assist the citizens of North Carolina with questions and concerns regarding air quality issues. This position is an entry level engineering position with the compliance section. Responsibilities will include conducting air quality compliance inspections and determining permit applicability for various types of industrial facilities, writing air permits, evaluating emissions inventory reports and other periodic compliance report submittals, responding to citizen complaints, and conducting stack test observations. The Engineer will coordinate the review of all periodic reports submittals, the 112(r) program, and/or comparable coordination duties for the RRO. Duties may also include the review of air quality permit applications and tax certification requests, including the review of engineering drawings, engineering specifications, and industrial processes for the issuance of air permits. The engineers will be required to write technical reports, general correspondence, notices of violation, enforcement reports and other compliance documents, as well as serve as a technical advisor and consultant to air quality staff, industry representatives, local, state and federal agencies, and the general public. The engineers will be required to work in a team environment, both in the regional office and also through participation in projects with other departmental staff. Also, the person in this position may be required to give presentations to staff, stakeholders, and the general public.

Qualified applicants must possess, and the application must clearly reflect, work experience that demonstrates the following:
Knowledge of federal and state air quality statutes/codes/regulations, including air quality program procedures, methods, practices, and their application to specific situations.
Strong communication skills, both orally and in writing, to effectively and efficiently communicate detailed technical engineering information, air quality regulations, and applicable emission standards to various audiences. Proficient in the use of Microsoft Office software (such as Microsoft Word and Excel).
Ability to coordinate and administer programs/projects, activities, and protocols.
Engineering review, analysis, and decision-making ability to use effective approaches for choosing a reasonable course of action, developing appropriate solutions, and reaching sound conclusions.
Ability to identify and analyze engineering designs, specifications, and plans to ensure compliance with air quality regulations and procedures.
Basic leadership skills needed to coordinate, facilitate, and participate in a collaborative approach to the completion of tasks or assignments.
The ability to climb ladders, be comfortable with heights, walk long distances and be on feet for several hours at a time, and to properly evaluate environmental conditions using a good sense of smell, hearing, and sight. Applicant must maintain a valid North Carolina driver's license. Applicant will perform visible emission evaluations and must maintain visible emission certification.
A commitment to follow written policies and procedures and to maintain a safe working environment at all times.
Management preference: directly related experience in air quality regulatory compliance work.
Candidates that are interviewed may be required to complete a written skills test.Instructions will be given, and the exercise will be completed within a given 20-minute timeframe during the interview.
Minimum Education and Experience RequirementsBachelor s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
