The GSMA Mobile for Humanitarian Innovation (M4H) programme aims to accelerate the delivery and impact of digital humanitarian assistance. This will be achieved by building a learning and research agenda to inform the future of digital humanitarian response, catalysing partnerships and innovation for new digital humanitarian services, advocating for enabling policy environments, monitoring and evaluating performance, disseminating insights and profiling achievements. The M4H programme focuses its activities on five thematic areas: mobile financial services, utilities, food security and climate resilience, gender and disability, and identity.

About the Role

As an Assistant Operations Manager, you will be responsible for the following key responsibilities:

Work across the whole programme with a focus on M4H’s Research & Insights and Policy & Advocacy workstreams
Track programme deliverables such as publications, webinars, events and stakeholder management to input to monthly, quarterly and annual programme reports. Tasks include:Identifying any delays related to timely delivery and help find and implement necessary mitigations;
Maintaining tracker of progress against KPIs;
Filing evidence of achieving KPIs;
Updating GSMA Project Management tool (PPMA or other)

Support the team to develop and maintain programme and project work plans on Microsoft Teams
Prepare monthly programme reports (internal) as well as quarterly and annual donor reports
Maintain programme risk and issue logs
Maintain the team flight tracker, manage weekly flight reporting, and respond to travel related issues as they arise
Track team expenses and ensure team members submit expenses on time
Maintain M4H programme’s shared folder filling system (Dropbox)
Assist with the contracting process, create purchase orders, process and track invoices as well as assist with budget tracking and work with the Finance team to resolve any supplier / payments issues to ensure contractors budgets, timely delivery, quality and reporting is on track
Manage event and conference logistics as required. Tasks might include:Requesting quotes and sourcing appropriate venues;
Arranging food & beverages for events;
Support with logistics for external attendees

Manage logistics for a geographically dispersed team. Tasks might include facilitating regular team meetings, virtually and in-person, by: defining meeting requirements, confirming the agenda, venue selection and booking, sending meeting invitations and tracking acceptances, minute taking.
Support with new starter induction and onboarding
Support M4H’s cross-programme activities with other Mobile for Development programmes, as needed
Support the Operations Manager with programme business planning
Any other duties commensurate with level as requested by the Operations Manager and/or Operations Director

About You

The ideal candidate will display the following skills and qualifications:

Demonstrable operations management experience with donor-funded projects or an interest in socio-economic development
Project management experience
Excellent attention to detail
Strong planning and organisational techniques focussing on operational efficiency
Understanding of managing budgets and forecasting
Ability to identify and apply appropriate project management tools for delivering success
Proven track record in managing the delivery and reporting of complex issues
Ability to absorb complex information and communicate effectively at different levels
Experience of and aptitude for stakeholder management
Flexibility and ability to adapt to changing requirements, and prioritise effectively
Excellent communication and interpersonal skills on an individual or group basis
Ability to work as part of a team, supporting other team members in a busy global environment, across a number of different geographical locations.
Shows initiative, able to follow through delivery of work without step by step instruction
Strong presentation and analysis skills
Good office IT skills, at least including Microsoft Office products, especially Outlook, Word and Excel
Background in telecommunications or development industry preferred
