The Application Maintenance Manager is responsible for fundamental asset management for critical applications and platforms that serve our State government customers. As part of that responsibility you will own ticket resolution and defect remediation. Applying our best practices of prevention and root cause analysis, you will improve the availability and stability of the applications you own, thereby, greatly enhancing the experience of the State's citizens as they seek to solve their health issues. You will ensure that all citizens are able to register, check their eligibility and enroll in benefits (and many other functions). Your overall efforts are the key to citizen satisfaction and, indirectly, the satisfaction of our State customer.
You will monitor the backlog of tickets and ensures each is resolved in priority order as defined by the State. Responsibilities include assigning tickets to software developers responsible for researching and resolving tickets before the performance deadlines specified in SLAs. The Application Maintenance Manager must allocate staff with the necessary skillsets to perform the work in accordance with the requirements and schedule.
Candidates must have demonstrated Maintenance and Operations experience in the following areas:
Incident Management and Resolution
Problem Management and root cause analysis
Deployment and Configuration Management
Disaster Recovery and Business Continuity
Performance and Capacity Management
Security and Audit Compliance
Prevention - keeping incidents from occurring through monitoring and forensics
Adaptive Maintenance (aka product patching and lifecycle maintenance)
Management of special events (e.g. peak season readiness)
Plan, estimate, and schedule the allocation of resources necessary to fix defects encountered within the state's existing Enterprise Operating Model (EOM)
Create detailed, comprehensive ticket remediation plans
Allocate resources necessary to resolve tickets that do not require software changes, within State-defined SLAs such as data fixes, information requests, and restoration of services
Direct development staff in the coding and unit testing of software changes to fix underlying root cause of incidents
Direct development staff to implement service requests (minor enhancements) to ensure that the work is done on time, within budget and meeting State requirements and SLAs
Specify the tickets and service requests that will comprise each software build/release
Coordinate with the Project Manager and Infrastructure Manager in the definition of functionality that will be included in each scheduled maintenance release
Ensure accurate and complete updates to all impacted technical documentation
Work with the project team to plan and define testing plans
Ensure that all other functions within the scope of our M&O operating model are successfully managed including budget forecasting, budget compliance and others listed above
Communicate and coordinate testing activities with the technical teams and external entities

Experience in managing a staff of 30-50 (onshore and offshore) as well as managing a multi-million-dollar budget
5+ years' experience working in a leadership position in software maintenance
Based in Connecticut (preferably within 25 miles of Hartford)
Bachelor's degree obtained
ITIL and ITSM certifications obtained
Knowledge of state government benefit systems with emphasis in Medicaid applications
